Sūta opens the teaching to the sages. Final freedom comes not from rites, gifts or austerity but from knowledge alone. This teaching, the Śiva Gītā, was spoken by Śiva to Rāma in the Daṇḍaka forest; it passed from Skanda to Sanatkumāra, to Vyāsa, and then to Sūta, with a warning not to give it to just anyone, since the gods become angry when a person gains knowledge. The sages ask whether there is any way past the gods' obstacles. Sūta answers: devotion to Śiva is born of merit gathered over countless births; with it a person acts without desire, Śiva's grace makes him firm, the gods give way, he longs to hear Śiva's deeds, knowledge arises, and knowledge frees him. The smallest offering, a bow, a circuit, or even a thought of Śiva is enough. No time or place is fixed; wherever the mind rests, meditating on Śiva as one's own Self leads to union with him. Sūta then promises to teach the Pāśupata vow and to tell all that Agastya gave Rāma.

Now I shall tell you the pure teaching that gives final freedom and liberation. By the grace of Maheśa, it is the medicine for the pain of worldly life.

So who else would be so foolish as to stay in the bondage of saṃsāra?
Explanation
The half-line asks: with such an easy way to freedom, only a deluded person would remain bound.

There is no rule of time here, or of place or spot. Wherever his mind delights, there, by meditation alone, taking Śiva as his own Self, he may reach union with Śiva.

Even a petty chief of very short life and little wealth, who rules a small portion of the Lord of beings' own, strikes down with all his family anyone who says, "I am the king."
Explanation
Verses 31 and 32 make a contrast. A small earthly ruler kills anyone who claims his title, but Śiva makes whoever says "I am Śiva" one with himself.

Kaivalya means standing alone as the Self, free of all bonds. The opening promises a teaching whose purpose is release, not worldly gain.
