Chapter 97·Rāma dispels the illusion·Verses 1–
In a moment the Lord cuts away all the illusion, as the rising sun tears the darkness. The gods are glad to see only one Rāvaṇa and rain flowers on the Lord. Raising his arm, Raghupati calls the monkeys back, and they return, call to one another and, finding the Lord's strength, rush into the battle. Seeing the gods praising, Rāvaṇa thinks they count him as a single one, calls them useless wretches, and rushes up at them in anger; the gods flee crying out. Aṅgada, seeing the gods in distress, leaps, seizes his foot and throws him down, kicks him, and goes to the Lord. Rāvaṇa rises, roars, strings his bow and rains arrows, and rejoices at his own strength to see the warriors wounded. Then Raghupati cuts down the heads, arms, arrows and bow of Rāvaṇa; but they grow back, as sin grows back at a place of pilgrimage.

Explanation
A sin done at a holy place is said to grow heavier, not lighter; so the severed heads grow back.
