For whom is the pujan of other deities actually forbidden?
For anyone doing avaran pujan in a mandal. Mandal means having taken a sankalp for forty-one days that you will do the complete mandal pujan and avaran pujan of some particular devi-devata or shakti. For them there is a prohibition by guru's adesh, or in many places a prohibition, because within that mandal the shaktis of all are already being worshipped, so there is no need to worship outside it.
