Indra is the limit of deceit and bad scheming, loving his own gain and others' ruin, like a crow in his ways, a cheat, foul and never trusted. First he made a bad plan and gathered up deceit, then threw its restlessness on everyone's head. By the gods' illusion all were bewildered, but their great love for Rāma was not taken away. Under fear and restlessness no mind stayed steady; one moment the forest pleased them, the next their homes. The people were torn two ways in mind and unhappy, like river water meeting the sea. Doubtful, finding no contentment anywhere, they could not tell their secret to one another. Seeing this in their hearts, the merciful Lord smiled and said that a dog and the youthful Indra are alike. Only Bharata, Janaka, the sages, ministers and the wise were left untouched, while the gods' illusion seized everyone else.

Under fear and restlessness no mind stayed steady: a moment the forest pleased them, a moment their homes. The people, pulled two ways in mind and unhappy, were like river water meeting the sea.
