Chapter One · The Telling of the Order of Creation · Verses 1–24

Maitreya, having bowed to Parāśara, asks him to expound Horā — the best of astrology's three branches — and to explain how creation and dissolution occur, and what connects the beings of earth to the bodies of the sky. Parāśara agrees, saying such a question serves the world, and that the teaching is for the peaceful, truthful and faithful alone, never for the faithless or the deceitful. He then lays out a cosmology built on Viṣṇu: one, beginningless, both manifest and unmanifest, three-quarters of him immortal and one quarter become this universe as Vāsudeva. Vāsudeva's unmanifest side carries a pair of powers, Śrī and Bhū; his manifest side, joined with a third power, Nīlā, becomes the four forms Vāsudeva, Saṅkarṣaṇa, Pradyumna and Aniruddha, each carrying a guṇa — tamas, rajas and sattva in turn. From these are born Mahat, Ahaṅkāra and Brahmā, and Ahaṅkāra itself divides three ways to produce the gods, the senses and the five elements. Viṣṇu with Śrī protects the three worlds, Brahmā with Bhū creates them, and Śiva with Nīlā dissolves them; the same Paramātmā dwells in every being alongside the jīva, in a mixture that varies from being to being — the Sun and the other planets, together with Brahmā and Śiva and their powers, carry the larger share of Paramātmā, which is why, Parāśara says, their workings can be known only through jyotiṣa.
