Vyāsa asks Sanatkumāra what happened once the demon-king of Tripura, together with his brothers and the citizens, had been thoroughly deluded by the false ascetic's teaching. Sanatkumāra resumes the tale: with Śiva-worship abandoned, womanly virtue destroyed, and evil conduct now the rule in Tripura, Viṣṇu — feeling his mission accomplished — goes with the gods and Brahmā to Kailāsa to report the whole affair to Śiva. Standing in water, his mind wholly fixed, Viṣṇu first salutes Śiva as the supreme, all-encompassing Lord and then recites the Rudra-mantra born of Dakṣiṇāmūrti one and a half crore times; the assembled gods likewise fix their minds on Maheśvara and, in a long hymn, extol him as the sole self of every embodied being, without beginning or end, creator and destroyer under the three guṇas as Brahmā, Viṣṇu and Hara, the object sought by yogins in the lotus of the heart, present on every side in hand, foot, eye and ear, and the very substance of every being both moving and unmoving — and they beg him, their only refuge, to save them by destroying the demons of Tripura, who have been deluded by his own power of illusion (deployed through Viṣṇu's device) and who have thereby abandoned Vedic dharma for a Buddhist-like doctrine. Pleased by the hymn and by Viṣṇu's silent recitation, Śiva arrives riding his bull, embraces Viṣṇu, and, gazing on all with compassion, declares that he fully understands the situation and will indeed destroy the three cities — but hesitates, since the great demons are still, at heart, his own devotees, merely tricked out of their protective vow by Viṣṇu's stratagem, and so objects that Viṣṇu or another should slay them, since they are now void of devotion to him. This answer leaves the gods and Viṣṇu despondent, until Brahmā, with joined palms, argues that no sin can attach to Śiva regardless — since it was Śiva's own governance that allowed the demons to be deluded in the first place — and presses him, as the sovereign of gods, sages, Vedas and the whole world (with Viṣṇu himself as crown prince, Brahmā as priest, and Indra as steward), to root out these barbarous demons as a king roots out thorns, delaying no further. Persuaded, Śiva now raises a different obstacle: though called king of the gods, he possesses no chariot, no charioteer, and no bow or arrows fit to secure victory over the powerful demons in battle. Hearing this, the overjoyed gods immediately offer themselves as his equipment for the war, declaring that they themselves will become his chariot and its furnishings — setting up the elaborate construction of Śiva's divine chariot and weapons described in the chapters that follow.

[Śiva said:] "O Brahmā, though I am proclaimed the king of the gods, the emperor, I possess no means of that kind, O master, by which I could take up [that role] here."

[The gods said:] "O lord of the gods, O great Lord, we ourselves shall become of that kind — your chariot and other equipment, O master, arrayed indeed for battle."
