Rāvaṇa lifts Mandodarī up and boasts of his power. He says he has beaten Varuṇa, Kubera, the Wind, Yama, Death and every guardian of the quarters, and that gods, demons and men all obey him. Mandodarī sees that Time has filled him with pride. In court he asks his ministers how to deal with the enemy. They say men, monkeys and bears are only food for them. Prahasta folds his hands and says it is not wise to go against good counsel, for his ministers have little sense.रावण मंदोदरी को उठाकर अपनी प्रभुता बखानता है। वह कहता है कि उसने वरुण, कुबेर, पवन, यम, काल और सब दिक्पालों को भुजबल से जीत लिया और देव, दानव, मनुष्य सब उसके वश में हैं। मंदोदरी समझ जाती है कि काल के वश होकर उसमें अभिमान आ गया है। सभा में आकर वह मंत्रियों से पूछता है कि शत्रु से कैसे लड़ें। वे कहते हैं कि मनुष्य, वानर और भालू तो हमारा भोजन हैं। प्रहस्त हाथ जोड़कर कहता है कि नीति के विरुद्ध न चलिए, ये मंत्री बहुत कम बुद्धि वाले हैं।
